The assault caused the partial closure of the CTA tunnel and the Terminal 3 parking area.

An additional two individuals are now in custody in connection with a theft at London's Heathrow Airport in which 21 people were injured by a substance believed to be pepper spray, according to law enforcement.

A man, 24, was arrested in the Lambeth area on suspicion of robbery and assault and a woman, 23 was arrested for suspected conspiring to commit a robbery. They both are still being held, the force said.

These detentions come after a probe into an attack at the multi-level parking garage at Terminal 3 this past Sunday. Prior to the attack, a pair of female travelers were robbed of their luggage upon exiting a parking garage elevator.

A three-year-old girl was one of the injured in the event. Five people went to hospital for treatment and were later released.

Police arrested a 31-year-old man on suspicion of theft and assault near the location. He was subsequently released pending further inquiries while inquiries continue.

Authorities were alerted at about 8:10 in the morning GMT after reports came in regarding several people injured by an irritating chemical thought to be an irritant spray.

The attack - which police said was isolated and not being treated as terrorism - resulted in train delays and the temporary shutdown of the main airport tunnel and the T3 car park briefly.
