AI Chatbots Deliver ‘Unreliable and Biased’ Voting Advice, Claims Dutch Watchdog

AI assistants are proving to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, raising alarms about a potential threat to democracy just over a week before national elections.

Testing Reveals Repeated Partiality in AI Suggestions

The quartet of AI assistants tested by the AP “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the watchdog explained in a analysis published ahead of the late October vote.

For over 50% of instances, the chatbot suggested either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, despite the fact that the voter’s query precisely aligns with the stances of these parties, the report pointed out.

Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance

The vice-chair of the AP, Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that did not necessarily align with their political views, she added.

“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against using AI chatbots for voting advice, as their operation is unclear and hard to confirm.”

Election Context and Party Dynamics

The Dutch head to the polls on 29 October in an election that will be closely watched across the continent for the showing of the Freedom party.

The far-right party of Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with many voters still undecided.

Every significant political faction have ruled out an alliance with the PVV, implying the runner-up party is most likely to supply the future head of government.

Inadvertent Prejudice Attributed to Chatbot Functioning

The authority stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the manner in which AI assistants function.
